All Chrome Books Should Have Extra Modifier Key (Control/ Command), a Broad Issue

Expected Result:
All Chrome books have just two modifier keys (Control and Alt). There SHOULD BE THREE, to allow developer environments of the future as Chrome OS becomes the definitive platform of choice for all purposes.

As a long-time Windows (and Linux) user, with experience using Emacs and Emacs-style shortcuts on bash and SQL command-line tools, I started using a MacBook in the past 6 months since joining Google. I use the Control key separately from the Command key when using a MacBook. It has Emacs keystrokes enabled ALWAYS by default so I can move my cursor around the screen without moving my hands from the keyboard. The THREE MODIFIER KEY setup of MacBooks is far better than the ChromeOS and Hardware set-up. Please direct me to the correct location to file this bug if this is not the correct venue. Actual Result:
Only TWO modifier keys on Chrome OS and associated hardware does not lend itself to the 200M active user future you envision. Please add another modifier key. Details above.
