White area instead of page part on multiple sites (starting from 67.0.3360.0)

Steps to reproduce:
(1)open url
(2)scroll down

Expected result:
page content

Actual result:
white area, page is OK (stable works fine)

today it's happening on 3361 on main page or sub-pages. 

I have theory, that it happens on weak network coverage, page is somehow not loaded but marked as ready and later not refreshed during page refresh.

multiple sites are affected - I see almost the same thing on onet.pl

I was able to reproduce this on wykop.pl.

Steps to reproduce:
1) Go to https://wykop.pl
2) Scroll down pretty far and notice the content goes white

I think we need a bisect of this. This could be related to the interest rect and  https://crbug.com/417782 .
