Forced admin rights to start browser

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.186 Safari/537.36 Steps to reproduce the problem: 1. Close or already closed browser. 2. Try opening it the normal way by clicking icons (no effect). 3. Right-click on any of the regular icons to start with admin rights, click yes in the security box (browser starts) What is the expected behavior? Being able to start the browser without admin-rights What went wrong? Migrated OS to a SSD, many problems are showing up then, such as this one. I reinstalled the browser 2 times without any changes. Did this work before? N/A Chrome version: 64.0.3282.186 Channel: stable OS Version: 10.0 Flash Version: Also had to turn back Program Files(x86) and Program Files Folders back to writeable instead of read-only, may it have had any effect?

Unable to reproduce the issue on chrome reported version 64.0.3282.186 using windows-10 with steps mentioned below: 1) Closed the chrome browser 2) Clicked on windows button and searched for the "Chrome" and clicked on it 3) Browser got launched as excepted @Reporter: Please find the attached screen cast for your reference and let us know your feedback on it which helps us in further triaging it.
