Per crbug.com/942081, we are treating all cups-printer connection failures equally and setting a global timeout value to have them sorted out under, else fail.

We should go through and triage which errors and instant fails, which ones require 'free retries' (i.e. not dependent on timeout), and which should stay as they are now.

e.g. All errors where printer is just busy could be free retries
