Repro steps:

(1) open files app or settings,
(2) cannot see any content loaded, even waiting for a long time
(3) click caption button to maximize or restore
(4) only this time contents are loaded

Another repro steps:
(1) open files app
(2) click 'Google Drive' tab if current is 'Downloads' Tab
(3) page is not refreshed until a resize

Chrome: 67.0.3360.0, but it may also happen in m66.

This should be a release blocker.
