a11y: making Chrome its smallest size freezes with screen reader use

Issue description

Google Chrome 66.0.3359.0 (Official Build) canary (64-bit) (cohort: Clang-64)
Google Chrome	65.0.3325.106 (Official Build) beta (64-bit) (cohort: Beta)
Windows 10 Enterprise Version 1607
JAWS 2018.1802.78 ILM 64-bit English 
NVDA 2017.4 

Steps to repro:
# Launch screen reader, see notes below 
# Use the mouse (or whatever you need) to make the window the smallest possible size, see screenshot for reference
# Attempt to use any keyboard commands such as ctrl + t for a new tab or even alt + F4 to close the window
Expected: keyboard commands work; screen reader reads
Actual: keyboard commands stop working

JAWS: it's still sending the key commands and saying them out loud while you do so but the browser itself is non-responsive
NVDA: totally non-responsive, keyboard commands not working at not speaking
chrome://accessibility all boxes checked: cannot repro

# Maximize window
Works as expected now
