Sorry this bug slipped through the cracks. My understanding of these regressions is that performance testing was being performed with Finch Features such that the translate feature was disabled. This CL changed the feature to be gated on the Material Design feature, therefore enabling it during performance tests.

This means the new measurement is more representative of actual behavior (and therefore should be the new baseline). Because of this, I'll be closing this bug and merging in 2 other reports that appears to have the same root cause.
