Manage other people settings are not blue when enabled

Issue description

Chrome Version       : 65.0.3325.89
OS Version: 10323.39.0

Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari:
    Firefox:
    IE/Edge:

What steps will reproduce the problem?
1.Visit chrome:settings > Manage other people
2.Try to determine when options are enabled

What is the expected result?

The enabled options should be blue as other parts of the Settings


What happens instead of that?

All options are grey whether enabled or not

possible.

Toggles elements that are controlled by a policy are grayed out, even if they are enabled. Unless the user knows that "right" means on, "left" means off, it is hard to tell.

This is definitely a UX issue, and it is not unique to Settings, but other pages too (for example MD Extensions).
