Remove old TBMv1 memory_dump_event.py from Telemetry

Some unit tests still appear to depend on it. Will need to migrate those to use the TBMv2 flow.

Not actively working on this.

Also, for the ChromeOs blocker, not sure at this point whether it's best to force them to move to TBMv2 or wait for TBMv3?
