WebAPK updates don't work as well as expected |

Issue descriptionI have tried launching a WebAPK which has a pending update (because I changed the website) and then leaving the phone untouched for a full day. The WebAPK did not update. We should investigate this. According to the WebApk.Update.GooglePlayUpdateResult UMA metric, 50% of updates time out - not good

One important factor of my testing is that I did not connect the phone to USB at all during the day.

I thought it's 3 days to update.

It's 3 days before we do an update check. Once we schedule an update with job scheduler, we expect the update to occur within 23 hours |
