Currently, CHIPSET_SHUTDOWN/RESUME hooks in common/fan.c disable fans in s3/s5. common/thermal.c keeps monitoring temperatures and tries to spin the fans but it can't.

We should allow EC to keep reading certain temps (e.g. TEMP_SENSOR_TYPE_BATTERY and _PMIC) and make fans to work in s3/s5.

Fans need to be connected to a DSW rail.
