Confusing "unselected" verbalization after tab switch when omnibox was focused

Issue description

Steps:
1. Load NVDA and Chrome
2. Launch 2 tabs
3. In the second tab, select the URL
4. Wait for all verbalizations to finish
5. Press Ctrl+tab

What happens:
The URL of the first tab + "unselected" is read.

This is annoying and confusing.

Note: it's easier to repro in Canary where the location bar and Ctrl+tab behavior with a screen reader works better.

Perhaps the fix is to suppress the accessibility event somehow.
It should also be possible to fix if the deselection occurred after the blur.

Do not fire accessible selection events for unfocused textfields

Deselecting the omnibox when the location bar is blurred causes
confusing screen reader verbalizations when switching tabs. This
behavior can be suppressed by only firing the selection event in a
textfield when it is actually focused.

This general fix makes sense as it would be confusing for screen
reader users to hear any selection-related information for a
textfield that is not currently focused.
