The test specs for the VR perf bot are currently kept alongside the bot config in a non-public repo. However, there's nothing about them that actually requires keeping them non-public (we only have the bot there at all since we run on internal bots).

Support for specifying test spec directories has been added to the Chromium recipe (https://codesearch.chromium.org/chromium/build/scripts/slave/recipe_modules/chromium_tests/config.py?rcl=d598ba83052b234e1d1e610827ac6ba1b529ec6f&l=22), so we should be able to have a test spec file in the Chromium repo while keeping the bot config internal.
