Steps To Reproduce:
(1) open url https://youtu.be/aqz-KE-bpKQ
(2) select Settings > Quality > 1440p60 HD
(3) move the mouse cursor outside of the video.

Expected Result:
Video correctly displayed

Actual Result:
Bottom half screen is black, top half is flickering (between top half and bottom half).

How frequently does this problem reproduce? Always

What is the impact to the user, and is there a workaround?
Impossible to watch the video, unless in full-screen mode or with another setting.

Additional information:
Doesn't happen when anything is in front of the video, other window, mouse cursor, or even drop-shadow of another web element.
Tested on two Kevin. No problem on Bob and Elm.
Didn't found another video producing this bug.
