Chrome on MacOS won't open pdf files if a downloaded update hasn't been applied

Issue description

Chrome Version: (copy from chrome://version)
OS: MacOS 10.13.3

What steps will reproduce the problem?
(1) Have a Chrome version that is not the latest
(2) Have the pdf file extension associated with Chrome
(3) Let Chrome download the latest update but don't restart the app
(4) Download any pdf file and double click on it via Finder
(5) Chrome will open a new blank tab and won't display the pdf

What is the expected result? Open the pdf within Chrome

What happens instead? Blank tab
