Make "Disable Smooth Scrolling" an accessibility setting

We should make it available to all desktop users. It's a flag now, but that implies it's on the chopping block (468754) and it's not discoverable.

We could possibly group this with "Disable animations", another user request firmly in the accessibility category.

This seems like something that would be pretty easy to add under chrome://settings/accessibility, especially since all the C++ logic to allow toggling already in-place.  dpapad@, bettes@, WDYT?
