Handle the case where a CL only contains deleted files

The Tricium job for https://chromium-review.googlesource.com/c/playground/gerrit-tricium/+/943248 failed to run with:

 [launcher] Failed to call Launcher.Launch :: {"error":"rpc error: code = InvalidArgument desc = missing paths to analyze"}

The error message is the same as for  bug 803971 , but I'm not sure if the cause is the same.
