What steps will reproduce the problem?
(1) Launch chrome and navigate to chrome://extensions page.
(2) Click on 'DETAILS' of any extensions.
(3) Try to switch on or off the extension by clicking on the text 'On' or 'Off' and observe.

Actual: Extension switch on or off toggle doesn't work on clicking 'On' or 'Off' text.
Expected: Extension toggle should work on clicking its text.

This is a Non-regression issue seen from M60 series build #60.0.3072.0.

Note: Issue is also seen on M-64 Stable(build #64.0.3282.186), M-65 Beta (build #65.0.3325.106) & M-66 Dev(build #66.0.3355.0).
