icon in span::before has disappeared after updating chrome

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.186 Safari/537.36

Example URL:

Steps to reproduce the problem:
<span with ::before and an icon color

HTML:
<span class="ui-icon ui-icon-gear"></span>

CSS:
.ui-tabs-panels .ui-tabs-panel .ui-icon {
    color: transparent;
}
body .ui-widget-header .ui-icon {
    color: #ffffff;
}
body .ui-widget-content .ui-icon {
    color: #757575;
}

What is the expected behavior?
to see the icon

What went wrong?
The icon is there, I can click it, it shows the tooltip ("title"), but the color doesn't apply as of new Chrome version

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? Yes previous, I can't tell since I've just updated it to the latest

Does this work in other browsers? Yes

Chrome version: 64.0.3282.186  Channel: stable

Please provide us with a complete example. There's no ::before in the code you entered.

Components: Blink>Fonts
In the screenshot there is a "content: '\e8b8'" (which is in the Private Use Area) and the font "Material Icons", so could be font related.
