Issue descriptionChrome Version: 66.0.3358.0 (Official Build) Revision 16fdb6c5f5d6e5779983e253b5f7c8bdd1cac610-refs/heads/master@{#539998}(32/64 Bit) OS: Win(7,8,8.1,10), Linux(14.04 LTS), Mac(10.12.6,10.13.1,10.13.4) Test URL: http://www.quirksmode.org/html5/tests/video.html What steps will reproduce the problem? 1. Launch chrome, navigate to above URL, Open devtool and dock devtool window to bottom. 2. Drag devtool window up/down and observe background web page. Actual: Web page does not load smoothly on dragging devtool window up/down. Expected: Web page should load smoothly on dragging devtool window.. This is a regression issue, broken in M-61 series, Using the per-revision bisect providing the bisect results, Good Build:61.0.3155.0(Revision:485785) Bad Build:61.0.3156.0(Revision:486205) You are probably looking for a change made after 485840 (known good), but no later than 485841 (first known bad). This has to do with needing to re-render the page dynamically as the size of the viewport changes, right? Over to devtools for triage, but this isn't P1.

This page is somewhat slow to render after resizing for me whether DevTools are attached or not. Can't reproduce this with other pages. Aiman, can you please undock DevTools and see if the problem reproduces with resize? Also, can you please record timeline of the page (go to Performance panel in DevTools, disable screenshots there, start recording, then resize, save to file and attach to the bug)?

Hi, w.r.t. comment #5, Retested the above issue on Canary build #67.0.3362.0 for Win(7,8,8.1,10), Linux(14.04 LTS), Mac(10.12.6,10.13.1,10.13.4) and unable to repro the issue now, Background web-page is smooth on dragging devtools window. Attaching screen-cast for reference. Thank You!
