Browser blocking part of its default start page

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.74 Safari/537.36

Steps to reproduce the problem:
Today with a virgin clean Linux account we start chromium for the first
time.

In the upper right corner we see something red and click it.

It turns out it is a warning that this page has cookies blocked.

What is the expected behavior?

What went wrong?
It is the users first brush with the chromium browser, and right off the
bat the browser is fighting with its default start page.

The user thinks they should really settle all arguments before shipping.

Did this work before? Yes

This looks like a bug that should be fixed in newer builds.

Unable to reproduce the issue on chromium version 65.0.3325.0 with Ubuntu 14.04 with steps mentioned below:
1) Launched chromium build from Terminal 
2) Chromium browser got launched successfully, didn't observed any cookies blocked pop-up.

@Reporter: Please find the attached screen cast for your reference and let us know if we missed anything in reproducing the issue, provide your inputs on it which helps us in further triaging it.

As per comment #4, the issue seems to be a debian related issue. As ET-team doesn't have debian machine to test the issue. Hence, forwarding it to the inhouse team for further triaging of the issue.

Tested the issue using #67.0.3369.0 and could not reproduce the issue as per the steps mentioned in original comment. Didn't observe any cookies blocked pop-up.

@jidanni: Can we close this issue as you have mentioned not seen this bug in latest #65.0.3325.146 in comment #10. from https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=892316.
