That just means that you recently closed a tab with settings open twice in a row. Even though they are the same thing, they are recently closed tabs.

Unable to reproduce the issue on Win-7 using chrome reported version #64.0.3282.186 and latest canary #66.0.3357.0. Attached a screen cast for reference. Following are the steps followed to reproduce the issue. ------------ 1. Opened chrome browser and navigated to chrome://settings. 2. Closed the settings tab. 3. Opened menu and clicked history. 4. Observed settings in recently closed tab. 5. Now opened chrome://components and closed it. 6. Observed settings and components in recently closed tab. 7. Now again opened chrome://settings and closed it. 8. Opened menu and clicked history and observed 2 settings tabs being closed. Note: As per comment #2, 2 settings are shown in menu->history as those tabs were closed recently. zlatarevfx@ - This doesn't seem to be an issue. Could you please confirm if 2 settings shown in menu->history are the tabs that were recently closed by checking it on a new profile without any apps and extensions and please let us know if the issue still persist or not.
