What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://interventions-internals/. 
(2) Try to get focus on tabs using keyboard tab key and observe.

Actual: Unable to get focus on tabs using keyboard tab key.
Expected: Should be able to get focus on tabs using keyboard tab key.

This is a non-regression issue, seen from M-64 build #64.0.3261.0.
