Reader focused frame did not focus on volume bar while enable on-screen keyboard and chromeVox

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10176.74.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.186 Safari/537.36
Platform: 10176.74.0 (Official Build) dev-channel coral-unibuild (astronaut blue bruce coral lava nasher nasher360 porbeagle robo robo360 santa whitetip) test

Steps to reproduce the problem:
1. Enable chromeVox. 
2. Enable on-screen keyboard.
3. During on-screen keyboard showed, press physical volume keys.

What is the expected behavior?
Reader focused frame should be on volume bar

What went wrong?
Volume bar behind on-screen keyboard, reader focused frame did not focus on volume bar

There has been an update to the UI that resolves this issue. Now when the onscreen keyboard is expanded, the volume indicator is above the keyboard and ChromeVox reads the volume levels properly.
