Smartlock not unlocking device

Issue description

User klobag@ reported that smartlock doesn't unlock her device.

What steps will reproduce the problem?
(1) Enable Smart Lock on consumer account
(2) Try to unlock device


What is the expected result?
Device shows green and allows to unlock

What happens instead?
"Can't unlock"

Seems that it could be related to having both PIN and Smart Lock
