Regression: Unable to see favicon icon on task-manager upon task selection.

Issue description

Chrome Version: 66.0.3358.0 (Official Build) Revision 16fdb6c5f5d6e5779983e253b5f7c8bdd1cac610-refs/heads/master@{#539998} (32 Bit)
 	
OS: Win(10).

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://settings and open task manager.
2. Select 'Settings' task from task-manager and observe.

Actual: Unable to see favicon icon on task selection.

Expected: Should be able to see favicon icon on task selection.

This is a regression issue, broken in M-66 series, and will soon update other info.

Manual Bisect:
Good Build:66.0.3357.0
Bad Build:66.0.3358.0

Unable to provide bisect through per-revision script, as chrome builds for #66.0.3357.0 are getting crashed while bisecting on Win(10)OS.

Hence, providing through old bisect script(chromium builds).

This is a regression issue, broken in M-66 series, and below is the narrow bisect info:

Manual Bisect:
Good Build:66.0.3357.0(Revision:539662).
Bad Build:66.0.3358.0 (Revision:539998).

+bettes@ maybe this should be fixed by changing to the new colors you want for the omnibar on Windows (making the Task Manager have a grey background color + blue text for selected items?).

Lowering to P2 since this doesn't seem as critical and reverting the new icons and MD colors is less preferable to me.

This is reverted in M66 so it's no longer urgent. I'm keeping the bug because we'll likely re-break it in M67 and need to track it.
Request:  *PLEASE* keep at medium to high priority in future as some of us rely pretty heavily upon favicons for our shortcuts and any code that breaks these in the stable channel is VERY annoying.

Which UI surface are you concerned about? This is regarding the internal task manager that most users never ever see and applies only to a few internal pages.
Sorry my mistake.  I was just saying that it seems like Chrome breaks favicons every few versions and it's damn annoying.  It'd be nice if it would stay fixed once and for all.
