What steps will reproduce the problem?
(1)Recover build -> In connect to Network overlay, give any wrong password nearer to the correct password and click on 'Connect'
(2)Observe 'connecting...'  is seen and after few seconds click on that Wi-Fi network and observe unnecessary 'Bad Password' Error message is seen in 'Join Wi-Fi network' overlay
(i.e. if wrong password is entered bad password notification will be seen after sometime, so on clicking Wi-Fi network for which we entered wrong password 'Bad Password' Error message should not be seen)

NOTE: 
1.In 65.0.3293.0/10212.0.0 dev build Bad password notification is seen
(Please refer 'Expected_Notification' video) And from 66.0.3341.0/10382.0.0 build ,Bad password notification is seen missing(Raised  Issue 809902 )
2.Issue is also seen on M-65


Expected: Unnecessary 'Bad Password' Error message should not be seen i.e. if wrong password is entered bad password notification is seen after sometime
Actual: Instead Unnecessary 'Bad Password' Error message is seen

This is a Regression issue as same is working fine in M-64
