Regression:'Bad password ' message text is seen at the end of Join WiFi overlay with weird spacing

Issue description

Chrome Version:66.0.3357.0/10448.0.0 Daisy,Kip
OS:Chrome OS

What steps will reproduce the problem?
(1)Recover Build >> In OOBE screen, go to 'Connect to a Network'screen
(2)Click on any network >>enter some wrong password and Connect
(3)Now again click on that same network and observe 'Bad password' text

Actual:'Bad password'text is seen at the end of overlay with weird spacing
Expected:It shouldn't get misplaced

This is a Regression issue as same is working fine in 65.0.3325.89/10323.39.0 beta channel kip

Note:
1.Issue is also seen in 65.0.3325.107/10323.46.0 beta
2.Issue is not seen in Linux,Windows OS

@stevenjb: Please confirm the issue.

This was an intentional change so that the error does not scroll off the window for longer dialogs (i.e. for EAP). How does the new spacing seem "weird" exactly?

Also, a minor spacing issue like this should never be filed as a P1.
