OS: Windows (7,8,8.1,10)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://settings/importData
(2)Click on 'import bookmarks...' such that overlay appears, resize the browser window from R.H.S
(3)Now try to scroll via middle mouse wheel and observe.

Actual: Unnecessary mouse wheel appears after scrolling the resize browser window(i.e after step 2 & 3)

Expected: Mouse wheel should not appear/work after scrolling the resize browser window.


This is a Non-regression issue seen from 'M60' series i.e 60.0.3072.0

Note: Issue not seen on Mac (10.12.6,10.13.1,10.13.4) & Linux (14.04 LTS) OS.
