Thumbnails not loading on new tabs

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.186 Safari/537.36

Steps to reproduce the problem:
1. open a new tab
2. 
3. 

What is the expected behavior?
8 thumbnails of the most visited websites should load

What went wrong?
4 thumbnails briefly flash and then disappear leaving no thumbnails when a new tab is opened.

Did this work before? Yes 

Chrome version: 64.0.3282.186  Channel: stable
OS Version: 10.0

Unable to reproduce this issue on reported version 64.0.3282.186 using Windows 10 with steps mentioned in comment#0. Attaching screencast for reference.

@REporter: Please check the video and let us know if we miss anything. Also please check by resetting flags from chrome://flags and also check on fresh profile which do not have any apps/extensions. This info would help us in further triaging of the issue.

We've released an update to Chrome in M69 that replaces thumbnails with icons, and fixed this issue along the way. As a result, I'm closing this issue.
