Pixelbook pen operation is erratic when interacting with icons on shelf

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 10176.73.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.169 Safari/537.36 Platform: 10176.73.0 (Official Build) stable-channel eve Steps to reproduce the problem: 1. Open a few chrome windows 2. Using the pen, tap the chrome icon in shelf to show list of active tabs in chrome windows 3. Move pen away from the screen What is the expected behavior? List of active tabs is displayed and you are able to select one to view What went wrong? As you move the pen away from the screen, the list of active tabs disappears. This behavior also extends to other shelf icon interactions, like tapping and holding a shelf icon to see it's menu options. When you move the pen away, the menu disappears. Viewing and interacting with the notification and settings screens works fine. Did this work before? Yes Chrome 63? Chrome version: 64.0.3282.169 Channel: stable OS Version: 10176.73.0 Flash Version: 28.0.0.161

#1 were you using the Pixelbook pen? I am not seeing this on caroline with its pen, only on eve.

+minch this is not reproduceable on 66. I tried reverting minchs patch [1] locally and the bug showed up, so that patch is the fix and is merged to 65. minch, can you decide whether we should merge to 64 as well? Yes, this issue was introduced in M64. 64 is already stable cut, I am not sure whether we can still merge back. Can we just try to add M64 merge request to see whether we can merge it to M64?

#4 I would appreciate a fix in M64 rather than later, as I am about to go on a trip where I will be using the pen a lot. :)
