`text-overflow: ellipsis` isn't working with <ruby> elements

What steps will reproduce the problem?

What is the expected output?
The text should show an ellipsis as seen in the attached file.

What do you see instead?
The text doesn't show an ellipsis as seen in the attached file.

Please provide any additional information below.
This doesn't work on Safari 11, but does work on IE 11 and Firefox 58.
