"WidgetTestInteractive.TouchNoActivateWindow" is flaky.

Disable WidgetTestInteractive.TouchNoActivateWindow

Test appears to be flaky for some reason. Disable it for now. Will
debug tomorrow.

Picking this up as part of Product Excellence work on the Views Platform team.

Running this with gtest_repeat=100 yields no failures on Windows.
