Issue descriptionChrome Version: 66.0.3357.0 OS: Windows 10 Repro URL: https://www.bayden.com/test/frames/malformedpdf.html This is a reduction from a real-world scenario on Windows Live Mail, where reloading the site loses a lot more of the user's state. What steps will reproduce the problem? (1) Load a (presumably malformed) PDF file in a subframe (2) See an alert that the load failed (IDS_PDF_PAGE_LOAD_FAILED) (3) Click the Reload button OBSERVE: Entire outer page reloads EXPECT: Only PDF reloads ------------ "https://cs.chromium.org/chromium/src/chrome/browser/resources/pdf/pdf.js?rcl=e95311238ceb7ef9db929db6b8c2c2ae686a04da&l=140 kinda looks that way ... the extension seems to be using the tab interface to reload the tab."
