The network service should have an API to retrieve the network cache size |

Issue descriptionThe network service should expose an API to retrieve the network cache size. As a result, the BrowsingDataRemoverBrowserTest.Cache browser test should change to checking the cache size again as it was before: https://chromium-review.googlesource.com/c/chromium/src/+/909949 (where it now checks if the response was cached)
