Windows maximize on wrong display after moving with hotkey

Issue description

Chrome Version: 64.0.3282.167
OS: Chrome OS

Let's say you have two displays, display a and display b

What steps will reproduce the problem?
(1) enable ash-enable-display-move-window-accels flag
(2) open and maximize a window on display a
(3) use ctrl+search+arrow to move window to display b
(4) use alt+[ or alt+] to dock the window to one side of display b
(5) click the square in the top-right corner of the window to maximize the window

What is the expected result?
Window is maximized on display b

What happens instead?
Window is maximized on display a

Cannot reproduce it on m67. Thinking it is already fixed.
