Color Palettes' "Page colors" shows colors based on CSS # selectors

Issue description
UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.186 Safari/537.36
Steps to reproduce the problem:
1. Create a plain html file with a <style> element
2. Add ID selector based empty CSS rules (and at the same time valid hex colors), like `#f00 {} #f0f {}`
3. Open DevTools, select body element and in "Styles" tab add a new rule related to a color (i.e: `color: red`) in order to being able to open the color picker
4. Open the "Color palettes" part by clicking the lower arrows
5. Expand the "Page colors" pane
What is the expected behavior?
Only real colors should appear in "Page colors", based on CSS rules' values.
What went wrong?
The pane shows colors parsed from ID selectors, like `#f00` or `#f0f` (along with the real Page Colors).

Able to reproduce this issue on Mac 10.13.3, Win-10 and Ubuntu 14.04 using chrome reported version #64.0.3282.186 and latest canary #67.0.3361.0. This is a non-regression issue as it is observed from M60 old builds. Hence, marking it as untriaged to get more inputs from dev team. Thanks...!!
