Repro steps.

1) Be on TOT
2) Enable chrome://flags/#click-to-open-pdf
3) Turn on chrome://settings/content/pdfDocuments
4) Goto https://msu.edu/~urban/sme865/resources/embedded_pdf.html

Observe the following layout bug:
