Steps To Reproduce:
(1) Log into two accounts with Fast User Switching.
(2) 'Assistant' button on the keyboard
(2) Immediately use control-alt-. keyboard combo to swap to secondary user before "Meet your google assistant" dialog appears.
(3) Click "Next" on "Meet your google assistant" dialog.

Expected Result:
Wizard continues

Actual Result:
Crash

Have to restore tabs on every logged in user.

This chromeos laptop is a Google corp-enrolled laptop with the assistant disabled.
