Translate language is not clickable

Issue description

App Version: 65.0.3325.103 Beta
iOS Version: 11.2.6, 10.3.3
Device: iPhoneX, iPhone 8, iPhone 7

Steps to reproduce:
1. Launch chrome 
2. Go to baidu.com
3. Once the google translate info bar is displayed
4. Tap on translate to language button

Observed results:
Notice that the button doesn’t respond when it displays just above the ‘Translate’ button

Note 1: The button responds on tapping “Translate” text
Note 2: In the same device load lemonde.fr, the translate info bar text displays the translate to language away from the ‘Translate’ button in this case the language button is clickable.

Expected results:
The button should be clickable

Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: No
Bug reproducible on Safari/Firefox: Firefox: NA, Safari: NA
Bug reproducible on current stable build (App Version, iOS Version): Yes on M64
Bug reproducible on the current beta channel build (App Version, iOS Version): Yes on M65

Take a look at the attached screen capture. It appears that the highlight meant for "English" is offset to the left. It looks like a link highlighting error.

Yep, looks like a text framing issue.  Not sure how to debug without digging into ManualTextFramer code though.  I also don't think anyone's done any work in that area recently, except for maybe moving away from the Roboto font?

I'm not sure if this will be easily fixable. Keeping this open and assigned since it is a real bug with some user impact. However, we don't really know how often users run into this.
