What steps will reproduce the problem?
(1)Sign into user >> go to chrome://settings
(2)In Network section/Add connection >> Touch and open Join WiFi network overlay and Join VPN network overlay and observe

Actual: Default cursor highlight is seen missing at SSID/server hostname
Expected:Default cursor highlight should be seen

This is a Regression issue as same is working fine in 64.0.3282.167/10176.72.0 stable channel Daisy

Note:
1.Issue is not seen in Linux,Windows and other chrome OS
2. Issue is specific to touch devices
