Regression: Background pages are seen active when Join Wi-fi overlay is opened.

Chrome Version:65.0.3325.107/10323.46.0 beta-channel Daisy,Reks,Candy
OS:Chrome OS

What steps will reproduce the problem?
(1)Sign into user >> Launch chrome >>Now go to Ubertray/network section
(2)click on any network to open its overlay and Observe(please refer video)

Actual:When Join Wi-fi overlay is open,the background page is seen active and able to perform operations like editing..
Expected: Instead, background page should be seen inactive.

This is a Regression issue as same is working fine in 64.0.3282.167/10176.72.0 stable channel Daisy

Note: Issue is not seen in Linux,Windows OS

This is WAI.

* We show webui dialogs always-on-top so that they do not get "lost".
* We do not make them modal so that other UI, web content, etc, can still be accessed for configuration.
