Linkable query URLs

Allow linking to query results, e.g. for the commits tool, if I enter `user:mathias@chromium.org`, update the URL to something like:

    https://chromiumdash.appspot.com/commits?q=user:mathias@chromium.org

This way, I can refresh the page without losing the query input, or bookmark or share the URL.

Yup, the fact that views aren't linkable sucks.  This is a known issue so I'm going to mark this as a dupe, but as an FYI this is probably our top priority issue right now.  Sorry for the inconvenience, and thanks for the feedback!
