Regression : 'Element' section in devtools appears blank after closing audit overlay

Issue description

Version: 66.0.3357.0 (Official Build) Revision837639b937d3d1a084c246258ad1f460e4f0f68e-refs/heads/master@{#539659}(32/64-bit)
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6,10.13.1,10.13.4)

What steps will reproduce the problem?
1. Launch chrome,navigate to NTP and open devtools
2. Now go to 'Audit' section and click on run audit button and then click on close 'X' button to close audit overlay
3. Now go to 'Element' section and observe
 
Actual: 'Element' section in devtools appears blank after closing audit overlay
Expected: 'Element' section in devtools shouldn't appear blank after closing audit overlay

This is regression issue, broken in ‘M 66’ and will soon update other info :
Good build: 66.0.3356.0 (Revision: 539381).
Bad build: 66.0.3357.0 (Revision: 539659).

You are probably looking for a change made after 539556 (known good), but no later than 539557 (first known bad).

Hi, I don't think my cl caused the regression because it doesn't touch on the UI front and have no user-visible effect. 

Also, the code in my cl is only meant to work on a chromebook and does nothing on other os or devices. But I see you saw the regression on windows and mac?  

I'm afraid I'm not familiar with the dev tool.

Update :
Rechecked this issue on Windows (7,8,8.1,10),Linux (14.04 LTS) and Mac OS X(10.12.6,10.13.1,10.13.4) machines using latest Canary Chrome version 66.0.3357.0 (Official Build) after fresh installation of Chrome with the steps mentioned in description and the issue is no longer reproduced. 

Kindly refer the attached screen cast for same.
