Regression : Webpage is not rendered properly on navigating to http://technohippy.github.io/teddyjs/

Issue description

Chrome Version: 65.0.3325.106 (Official Build) 342c4a432d6ccd473ef0c1282e6adff217a4f61a-refs/branch-heads/3325@{#616}(32/64 bit)
OS: Windows (7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.4), Linux(14.04 LTS) OS

Test URL: http://technohippy.github.io/teddyjs/

What steps will reproduce the problem?
(1) Launch Chrome, navigate to the above test URL and observe.

Actual Result: Webpage is not rendered properly and icons are not visible.
Expected Result: Webpage should be rendered properly and icons should be visible.

This is regression issue broken in ‘M-63’ and providing the bisect using per-revision bisect,
Good build: 63.0.3206.0(Revision: 499528)
Bad build: 63.0.3207.0(Revision: 499829)

You are probably looking for a change made after 499565 (known good), but no later than 499566 (first known bad).

As the console warning message says, this would be caused by the removal of /deep/ combinator at M63.

"[Deprecation] /deep/ combinator is no longer supported in CSS dynamic profile. .... See https://www.chromestatus.com/features/4964279606312960 for more details."
