Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/604.5.6 (KHTML, like Gecko) Version/11.0.3 Safari/604.5.6 Steps to reproduce the problem: 1. Paste the code from the very bottom of https://developer.mozilla.org/en-US/docs/Web/Guide/HTML/Editable_content/Rich-Text_Editing_in_Mozilla into a .html file. 2. Open that html file 3. Create a bulleted list with two items (the first one has text, the second one is empty and indented (at any level) above the first (you can indent using the indent button because pressing tab won't work)) 4. Press delete while the cursor is on the second bullet point What is the expected behavior? The bullet point should go away What went wrong? The bullet point was merely outdented and the cursor jumped to the previous line Did this work before? N/A Chrome version: 64.0.3282.167 (Official Build) (64-bit) Channel: stable OS Version: OS X 10.12.6 Flash Version: 28.0.0.161 This same .html file has been tested on Safari and Firefox and the bullet point goes away as expected.

Able to reproduce this issue on Mac 10.13.3, Win-10 and Ubuntu 14.04 using chrome reported version #64.0.3282.167 and latest canary #66.0.3358.0. This is a non-regression issue as it is observed from M60 old builds. Hence, marking it as untriaged to get more inputs from dev team. Thanks...!!

I'm on Mac 10.12.6, Chrome #64.0.3282.167. Also able to reproduce on Windows 7 #64.0.3282.186. Also able to reproduce on Electron 1.7.8 (which uses chromium). Make sure to watch the vid and do the same thing if you're having trouble reproducing. Thanks
