Don't discard Hangouts tabs that are sharing desktop screen/window

Tabs that are being used to share the screen or a window to a Hangouts call should be considered "media" tabs by TabManager and should not be discarded if there are better candidates for discarding available.

TabManager already protects tabs that are sharing video or audio.

Screen share via Hangouts uses the hangout_services component extension to request screen capture.
