Immediately derestrict WontFix'ed security bugs instead of waiting 14 weeks

Currently, security bugs are automatically derestricted once they have been closed for more than 14 weeks. This makes sense with security bugs that are fixed, since fixes need to be rolled out completely before the bugs are made public. However, bugs that are WontFix'ed should be derestricted immediately, since there is no need for a 14 week lag in such situations.
