a11y Mac dialog: pressing enter on buttons dismisses dialog |

Issue descriptionGoogle Chrome 66.0.3349.0 (Official Build) canary (64-bit) (cohort: 64-Bit) Google Chrome 64.0.3282.167 (Official Build) (64-bit) (cohort: Stable) macOS Sierra 10.12.6 Full Keyboard access enabled on Mac to allow tab to move focus between all controls (otherwise focus won't go to this button with keyboard only, no screen reader. That makes this more of an edge case but still valid for keyboard only.) Does not repro on Windows. This repros on several dialogs, here are a few: # Open Bookmarks Dialog by pressing bookmarks star icon or ctrl d # Navigate to Edit button (tab to it) and put focus on it # Press enter Expected: Edit dialog opens Actual: Dialog is dismissed. No way to get to Edit dialog # Add an extension from the web store # Navigate to either Add Extension or Cancel button (repros on both buttons) # Press enter Expected: buttons do as indicated Actual: dialog is dismissed

Another area where you can see this is in the sign into Chrome dialog on Mac, enter doesn't expand the dialog as needed and pressing enter to sign into to Chrome does nothing.
