Issue description

Chrome Version: 66.0.3350.0-based demo APK
OS: Android o (pixel2xl)

What steps will reproduce the problem?
(1) in chrome canary, goto chrome://flags and enable the following:
vr-web-input-editing
vr-browsing-native-android-ui
(2) relaunch browser, put device in DD headset

What is the expected result?
-main content window is directly in front of you (once controller is rehomed)

What happens instead?
-content appears well below user's viewpoint & horizon

-note : I cannot repro this on current chrome canary (66.0.3356.0), looking to get a repro / another set of eyes on this.

I'll be a second set of eyes on this.

Can we get a screenshot of this from Joyce with the VR environment background showing?

Also, although it should be unrelated, could Joyce have the VR experimental features flag turned on?
I've tried to repro this, and have been watching for it at other times as well.  I can't see the problem.

I will reach out to Gordon and Joyce for help on the repro.
Joyce was using the demobuild, so would have had demobuild flags flipped.
I grabbed a screenshot of ToT with floor grid showing, and the relative position of floor and content to each other appear identical to the "bad" image shown in a Chat thread.

Therefore, it looks like our entire reference is off, somehow, or the phone really is in a tipped orientation.
